In reply to your despatch dated the 3rd. November and

Numbered 8, Markwalds are clever at disguising the fact that rice

which is sold in Bengkok comes from their mill. I have now got a

guarantee from Khoon Seng's proprietor that he will not import

goods from or through British ports for delivery direct or indirect

to enemies, nor export f goods of enemy origin to or through Briti

ports. He also undertakes to bunker ship on arrival with coal now

at Windsors and not to cease in future from coaling there. I am

satisfied with this guarantee and am willing under the circumstanc-

-es to delete the name of the firm from the Black List. I will

inform His Majesty's Government and also the Goverment of British

dominions accordingly. The operations of Khoon Seng will however

in future be watched closely. In view of the many subterfuges

which enemy firms have adopted I cannot give to the firm the cer-

-tificates of r origin as suggested.
